Our services respond to the specific needs of individuals from age 8-30 without duplicating other community services provided. Instead, we identify and unify programs to ensure residents can avail themselves of the scope of assistance that is offered. By providing steady support and attachment to our participants at an early age, we remain a familiar and trusted mainstay for children through adolescence and into adulthood. Multiple entry points to our programs provide a level of flexibility that few other organizations are able to provide.
Case Study
As a young teenager, Elizabeth Keeler was forced to leave her childhood home in Stanstead due to a violent family member. She spent two years in Ontario, taking on much of the childcare of her younger half-siblings, before returning to Stanstead at age 15 - unanchored and overwhelmed. The trauma of her early teen years and the anxiety of starting over at a new school left her vulnerable to giving up on her education. But Elizabeth made a brave choice: she walked back through the doors of Phelps and asked for help - a remarkable step for a teenager facing so much. Since then, Elizabeth has shown extraordinary resilience. As our Executive Director says, “We’ve seen Elizabeth grow from a quiet, introverted girl into a young woman who tries new
things, steps outside her comfort zone, and believes in herself.” Elizabeth puts it this way: “School has always been hard for me. I never wanted to drop out, but staying positive was tough. I came to Phelps hoping for a good study routine, but I got so much mor—Phelps became my support system. They’re my second family. If I’m not home, I’m at Phelps. It’s one of the few places where I feel like myself.” Today, Elizabeth continues to persevere. She is at Cegep studying education, running her own small business, and volunteering as a tutor in our elementary homework program. She always goes above and beyond - because she knows we’re here for her, just as she’s now here for us.

Phelps?
The New Space

Ideal Location
Situated in a more central area and closer to elementary schools, this new building is also located next to bus stops that serve high school students. Currently, some school buses do not pass by our existing location, which limits access for many youth. Thanks to this new location, all young people in Stanstead will be able to reach our centre easily after school. We anticipate an increase of 15% to 450 youth.

Teaching Kitchen
Our pilot experiences have shown that cooking workshops are an excellent way to engage youth, especially those who are harder to reach through other programs. Learning how to prepare meals independently is an essential life skill that builds self-esteem and autonomy. In addition, this space will allow us to involve youth in preparing snacks—an effective way to channel their energy and foster a caring environment.

Flexible Tutoring Spaces
We will create spaces that accommodate different learning styles. Some youth prefer to work in a large, open space with friends, while others need a quieter, more secluded environment to focus. These enclosed, calming learning rooms are specifically designed to support sensory regulation and will feature adjustable lighting, ergonomic furniture, and tailored acoustics to provide a reassuring and accessible environment for all.

Multifunctional Outdoor Space
We will include a basketball net, street hockey, a shaded area for outdoor tutoring, and raised garden beds to introduce youth to urban agriculture. These features will encourage physical activity, social interaction, and mental well-being, aligning with recommendations froma study led by Dr. Mélissa Généreux of the Université de Sherbrooke on the importance of outdoor activities in reducing anxiety among youth.

Space for Parents and the Community
In addition to youth services, we want to engage families and the wider community more actively. This month, we piloted a workshop for parents on youth anxiety, led by a licensed psychologist. With a larger space, we will be able to host more parent workshops as well as community meetings and roundtables, helping us better respond to the needs of families and young people.
Building a brighter future together

Construction is scheduled to begin this fall, with a move-in planned before year-end. We are committed to ensuring uninterrupted services, with the new space ready to welcome youth when they return to school in January.
